You explained nothing in detail. Your claim that financial institutions were forced to not verify income of applicants is false. Your inability to provide the applicable law proves it.
Extra, I wrote a multi paragraph post explaining how Clinton and Bush II both pushed easing of underwriting standards from Fannie Mae in order to push home ownership rates and the fact that Fannie Mae, under that pressure, changed the way in which they agreed to purchase mortgages from banks.
