This appears to be a policy for a small number of small papers in WI and MN. I wonder if they are owned by the same company?
Bottom line: if you are paying to put something in the newspaper, it's an ad. Period. And it should be taken with a grain of salt, much like the car dealer promising a NEW FORD TRUCK FOR $20K, but there's only one in their dealer network, it doesn't even have AC, and the lot boy plowed into it with the loaner car at 30 mph.
This "letter" is a paid political ad. Might be true, might not be true. But it's not a legit source when it is paid for.
So both avoided actually serving, but one lied and took money from tax payers until it was his time to actually serve, lied about his rank, lied about his service, later lied about a disability(being deaf), etc.

Tim Walz let peoples livelihood burn to the ground and didn’t attempt to stop it.
So, this dude would be helping make national security decisions that could send our son's and daughter into war. He could be the President if necessary. And, he lied about his service, worked his way out of a deployment, lied about rank, and let his own cities burn.
