It happens. WV had a similar but worse issue with a man named Fred Zain. He was straight lying in murder cases.

I think this test result if believable for three reasons. One, it is from the state medical examiner. Two, the local prosecutor was out to get the cop, not the perp. Why fake a result that would hurt the prosecution? Third, the medical examiner also found TCP. No one is going to lie and say TCP, just because it is not commonly used.
