It's really not that hard to understand nothing happens without the president allowing it. So the failure of the plan is on Biden, he saw the plan and thought it was good so he allowed it to happen. Obviously. Biden's own State Department put out a report that was critical of Biden's actions that contributed to the absolutely disastrous withdrawal. The OP in this thread shows that Blinken is willing to openly lie to make things appear better than they actually are, too.
