Wrong. Why lie? The USDA, both in classifications and inspections, separate fish from meat. In fact, when they are talking about both, they utiize "meat and fish." Now, if they felt fish was meat, why would they use both words? The USDA uses stickers/certification for meat/ poultry/eggs while using something entirely different for fish.
