He’s not wrong but it’s an inevitability of the per-state floor they put in.

The article is factually incorrect; Texas and California are not the most densely populated states. They’re 24 and 11 respectively, so no the most money didn’t go to the most densely populated states. People forget, especially with CA, just how much “nothing” there is, with large areas of very light population density and presumably poor broadband access. That’s even more true in Texas.

Divvying the money up by state instead of in a more intentional way is inefficient but was probably required to get the thing passed.

It does seem like satellites would've been cheaper but what do I know.
