WASHINGTON — President Trump on Thursday unveiled a $16 billion bailout for farmers hurt by his trade war with Beijing, signaling a protracted fight ahead.

On Thursday, the Agriculture Department said it would provide up to $16 billion in aid to farmers hurt by trade retaliation. The amount “is in line with the estimated impacts of unjustified retaliatory tariffs on U.S. agricultural goods and other trade disruptions,” the department said in a statement. The financial support came after the administration handed out $12 billion in emergency relief for farmers last year.

The government will also put in place a $1.4 billion program to purchase surplus commodities affected by the trade war

The Federal Reserve Bank of New York said on Thursday that Mr. Trump’s tariffs will cost the average American household $831 annually.

“It’s still just a Band-Aid,” said Bret Davis, a fourth-generation soybean farmer in Delaware, Ohio. He said he had received roughly $150,000 of bailout money last year, but estimated that his losses due to the trade war were almost $250,000.

The trade clash has pushed China, which formerly bought about one-third of American soybeans, to purchase from other markets instead and caused soybean prices in the United States to slump. At the current market price, Mr. Davis said, “I cannot produce a bean and make a dime on it.”

“I would lose money on every acre I plant,” he added.

Former GOP Rep. Tom Coleman: Trump, Pence are illegitimate. Impeach them

According to the redacted Mueller report, candidate Donald Trump, along with members of his team, on multiple occasions welcomed Russian interference on his behalf during the 2016 presidential campaign. For example, the report details a meeting between the Trump campaign chairman and a Russian intelligence asset where polling information and campaign strategy were shared.

While Mueller did not find sufficient evidence that Trump or his campaign had violated a criminal statute, the net effect was that the Trump campaign encouraged a foreign adversary to use and misrepresent stolen information on social media platforms to defraud U.S. voters. Because the presidency was won in this way, the president’s election victory brought forth nothing less than an illegitimate presidency.

Mueller presents a strong case that in addition to receiving campaign help from Russian operatives, the president obstructed justice — a crime in itself. Mueller declined to charge the sitting president because of current Department of Justice regulations that prohibit it. That policy is wrong in my opinion, and must be changed in the future when reason and rationality return to our politics.

What should be done now? There are some Democratic members in the House majority who want to put off any discussion of impeachment until after the 2020 election. They believe it will only strengthen the hand of the president, who will claim he is a victim and will respond with his mantra of, “No collusion, no obstruction, case closed.” Other Democratic members of Congress want impeachment proceedings to begin.

The political calculus not to pursue impeachment is understandable. Current polls show a majority of voters do not favor it. But critical times require exceptional leadership. Lawmakers of both parties should not blindly follow the polls but instead follow the evidence and their conscience. Politics should not rule the day. Partisan politics is what got us to this dangerous place — so dangerous, I believe, that the survival of our democracy is at risk.

Contemplate the possible behavioral problems of a Trump untethered from the law and who is frequently untethered from reality. Would we be surprised if he were to repeatedly brandish his get out of jail card while breaking, at will, democratic norms, presidential precedents and criminal statutes? Trump said early in his campaign that he “could stand in the middle of Fifth Avenue and shoot somebody and I wouldn’t lose any voters, OK?” Are we now at that point?


Because DOJ regulations put a president above the law while in office, I believe the only viable option available is for the House of Representatives, under Article II, Section 4 of the Constitution, to open its own investigation, hold public hearings and then determine if they should pursue removal of the president through impeachment. There is a trove of evidence in the Mueller report indicating Trump has committed multiple impeachable offenses, including abuse of power and lying to the American public. Both were part of the articles of impeachment brought against President Richard Nixon. This process would allow a full public review of wrongdoing, while providing Americans an opportunity to obtain a better understanding of the consequences to our national security and the lingering threat to our democracy.

If this process leads to impeaching Trump in the House of Representatives and also results in convicting him in the Senate, his illegitimacy would survive through Vice President Mike Pence’s succession to the presidency. Because the misdeeds were conducted to assure the entire Trump-Pence ticket was elected, both former candidates — Pence as well as Trump — have been disgraced and discredited. To hand the presidency to an illegitimate vice president would be to approve and reward the wrongdoing while the lingering stench of corruption would trail any Pence administration, guaranteeing an untenable presidency. If Trump is impeached, then Pence should not be allowed to become president. The vice president should resign or be impeached as well if for no other reason that he has been the chief enabler for this illegitimate president.

The Constitution does not require the speaker of the House actually to be a member of the House of Representatives. Under these circumstances, with the specter of a national crisis looming over the vacancy of the presidency and vice presidency simultaneously, consideration should be given by House members to draft a nationally-known individual for speaker who would appeal to the vast majority of Americans.[I NOMINATE DHERD]That person, after being sworn in as speaker, would ascend to the highest office in the land. Under the provisions of the 25th Amendment, the new president would nominate a vice president, who would take office upon confirmation by a majority vote of both chambers of Congress.

What if House Democrats decide not to embark on impeachment? If that were the case, I believe the public would conclude Democrats are no better than the Republicans who have enabled Trump for the past two years, putting party above country. It could hand Trump a second term. Failure to pursue impeachment is to condone wrongdoing. To condone wrongdoing is to encourage more of it. To encourage wrongdoing is to give up on the rule of law and our democracy. To give up on the rule of law and democracy invites autocracy and eventually dictatorship. History has taught us this outcome. In my lifetime, it has occurred in other places including the Soviet Union and Germany, as well as in Russia and Venezuela today.

Alternatively, the 25th Amendment to the Constitution provides for the removal of a president. It sets forth a cumbersome procedure requiring the vice president to convince a majority of the Cabinet to recommend removal to Congress because the president is unable to discharge the powers and duties of the office. By a two-thirds vote, Congress could then end a presidency. The removal of the president and replacement with the vice president would have the same result as if the president had been impeached. The vice president would succeed to the presidency.

In addition to these constitutional provisions, the Presidential Succession Act of 1947 sets the order of officials who are in line to succeed a president, regardless of the reason. The first three officials listed are the vice president, the speaker of the House and the president pro tempore of the Senate. If the vice president were unable to ascend to the presidency for whatever reason — for example resignation or impeachment — then the speaker would become president. Today that individual is Rep. Nancy Pelosi. It is unknown whether she would agree to serve as president or that the majority of the House would want her to do so.

the special counsel didn't feel comfortable with the evidence to charge "conspiracy".... It's been pointed out countless times "collusion" isn't a crime (see Rudy Gulliani). Conspiracy was being investigated.

However, it was proven the Trump campaign accepted assistance from the Russians - not that, that should concern a bunch of anti-socialist, "only good commie is a dead commie" - "would rather be dead than red", conservative, right-wing American patriots.

Mueller III’s investigation laid out in precise, chronological detail how “the Russian government interfered in the 2016 presidential election in sweeping and systematic fashion.”

The Russians’ goal, Mueller emphasized at several points, was to assist Donald Trump’s run for the White House and to damage Hillary Clinton’s candidacy. And the Republican candidate took notice, looking for ways to turn leaks of stolen emails to his advantage and even telling campaign associates to find people who might get their hands on Clinton’s personal emails.

“The Trump Campaign showed interest in WikiLeaks’ releases of hacked materials throughout the summer and fall of 2016,” Mueller’s investigators wrote. The anti-secrecy website became the major outlet for Russia’s pilfered material, and Trump campaign staffers were engaged in discussions about pending leaks and how to capitalize on them, Mueller found.

Investigators did not establish a conspiracy between the Trump campaign and the Russians. But both sides used similar tactics. Through social media and selective leaking, the Russians stoked deep societal divisions and aroused Americans’ suspicions of politicians and the integrity of the electoral process, Mueller found.

Trump, too, tried to divide voters, exacerbating political fault lines, and he insisted that something was rotten in the way the country elects its president, calling the process a “rigged” system.

Trump campaign staffers and supporters discussed pending releases of emails by WikiLeaks on several occasions, the report shows. Many passages are blacked out because, Mueller noted, they could harm an ongoing matter

The report cites a conversation between Trump and then-deputy campaign chairman Rick Gates during a car ride to LaGuardia Airport. The section is redacted, but the visible part reads, “shortly after the call candidate Trump told Gates that more releases of damaging information would be coming.” Where Trump was getting that information is unclear, but his interest was obvious.

On Sept. 20, 2016, Donald Trump Jr. emailed senior campaign staffers saying, “Guys I got a weird Twitter DM [direct message] from wikileaks.” He said the group asked him about an unlaunched anti-Trump “conspiracy” site. “Seems like it’s really wikileaks asking me,” he said. The email had not been previously reported.

The next day, after the site had launched, Trump Jr. sent a direct message to WikiLeaks: “Off the record, I don’t know who that is but I’ll ask around. Thanks.”


On Oct. 3, WikiLeaks sent another message to Trump Jr., asking “you guys” to help disseminate a link alleging candidate Clinton had advocated using a drone to target WikiLeaks founder Julian Assange. Trump Jr. replied that he already “had done so” and asked, “What’s behind this Wednesday leak I keep reading about?” WikiLeaks did not respond.

On Oct. 12, several days after WikiLeaks began publishing emails hacked from Podesta’s account, WikiLeaks wrote him again, saying it was “great to see you and your dad talking about our publications. Strongly suggest your dad tweets this link if mentions us...” Two days later, Trump Jr. tweeted the link.


Mueller also noted that Russian operatives directly contacted Trump supporters “in a few instances” to help coordinate political rallies inside the United States. Mueller ultimately chose not to bring prosecutions because the Americans did not realize that they were in contact with Russians.

Getting the Trump campaign — or better yet, Donald Trump himself — to tweet or retweet material put out by the Russian disinformation campaign was a closely watched goal for the operatives at the Internet Research Agency, Mueller found.

The report recounts the celebration when Trump applauded an event in Miami the Russians had organized in August 2016, by tweeting, “THANK YOU for your support Miami!… TOGETHER, WE WILL MAKE AMERICA GREAT AGAIN!”

A Russian account on Facebook, posing as an American named Matt Skiber, sent a message to an American tea party activist afterward saying, “Mr. Trump posted about our event in Miami! This is great!”

Russian disinformation teams used social media to recruit Americans across the political spectrum to help push their themes online and also to participate in real-world political rallies and other events, Mueller found.

The recruiting of Americans started in 2014 and continued even beyond the November 2016 election. An African American “self-defense instructor” in New York offered classes for the Russian-created social media group “Black Fist” in February 2017.

Conservative activists participated in a range of political events organized by the Internet Research Agency, including appearing as Santa Claus while wearing a Trump mask in New York City.

Overwhelmingly, such efforts were intended to help Trump and hurt Clinton, Mueller’s investigators concluded. They found no similar contact between Russians and Americans supporting Clinton.

When President Obama nominated Judge Merrick Garland to the Supreme Court in 2016, Senate Majority Leader Mitch McConnell (R-Ky.) refused to consider him, blocking the nominee until after the year’s presidential election.

Hesaid thenthat “the American people should have a voice in the selection of their next Supreme Court Justice.” The tactic cost Garland his spot on the court.

“History will record McConnell as the true villain of some of the ugliest moments in this period of US history,” Susan Hennessey, the executive editor of the Lawfare blog,said in a tweet.

Democrats aim not-so-friendly fire at Trump over military deferments


President Trump, who has touted himself as an unmatched ally of military veterans, is facing pointed new attacks from Democratic presidential candidates who question his medical deferment from service in Vietnam — and, in turn, his patriotism and integrity.

Leading the assault are two military veterans: South Bend, Ind., Mayor Pete Buttigieg and Rep. Seth Moulton (D-Mass.). They have offered searing assessments of Trump, accusing the president of faking a disability and forcing another American of Trump’s generation to risk his life in the jungles of Southeast Asia.

“I don’t think that lying to get out of serving your country is patriotic. It’s not like there was just some empty seat in Vietnam. Someone had to go in his place,” Moulton said “I’d like to meet the American hero who went in Donald Trump’s place to Vietnam. I hope he’s still alive.”

“This is somebody who, I think it’s fairly obvious to most of us, took advantage of the fact that he was a child of a multimillionaire in order to pretend to be disabled so that somebody could go to war in his place.”

Buttigieg, 37, then made an overture to Republicans to reconsider their support of Trump, saying he was “old enough to remember when conservatives talked about character as something that mattered in the presidency.”

“I don’t have a problem standing up to somebody who was working on Season 7 of ‘Celebrity Apprentice’ when I was packing my bags for Afghanistan,” Buttigieg said Thursday during his Post appearance.

Trump, after graduating in 1964 from the New York Military Academy, where he played football and basketball, obtained four separate deferments
