What do expect the patrol officer to do? They follow orders. Someone obviously called them. What choice does that cop have? Not do it? Get fired? Ignore a law? Ignore a direct order? They might not even want to do it, but what choice do those guys have?

I am not saying it is right, but blaming the foot patrol officer for that is like blaming a soldier for policy in the Middle East.
