A combatant can drop their weapon but not surrender. It's not like these guys were dropping their weapons and turning themselves in to US troops. These guys were engaging the troops because they knew once they dropped their weapons they could not be fired upon. They would run away to fight another day.

At 57:56 the Navy seal who later became CIA starting talking about specifically the Obama admin and the Marines in Fallejeuh. At 58:01 he mentions the exact scenario the US Marines and US military side was under for ROE and the Obama admin. Right there is it plain and simple.
