The reason tuition has went up so much was government guaranteed loans made sure that colleges got their money and they knew that they could charge what they want

Yes. I'd be ok with an interest rate freeze/lower/elimination.

Should also be dischargeable in bankruptcy.

But there still has to be a metric of skin in the game for both the colleges and students.

If you're a 16 year old now, you're looking at NO solution to rising tuition costs (and likely this will just raise tuition rates), ongoing higher interest rates, and still not dischargeable in bankruptcy.
