How about making something for drunk driving while you're at it? Maybe you can actually enforce the law or make it so financially unbearable that people stop texting and driving. I'm not sure what the solution is and I'm also not sure if this blocks passengers from texting? Plus if the passengers can text how does it stop you from texting? What do you think about free will? Maybe people could just talk to people on the phone.
